Atlantic Monthly-Decades of deference to local control of land-use regulations and the dramatic overrepresentation of white homeowners in local politics mean that these voters can feel confident in their ability to prevent low-income and high-density developments by pressing their demands through local political channels. When people who oppose housing construction in the United States can block it without the president’s help, even the most NIMBY-minded of homeowners are free to base their votes on other things.
